I have a universal light, and would like to set an expression on a 3d object for it to not be affected by the light. Doable? *I understand the ramifications should this prove to be a stupid question :)

Nope. Light inclusions/exclusions are not possible in AE.

What about in the material settings there's an option for the layer to accept lights - just toggle that to "off"

If you need that to happen gradually - create a duplicate that is either parented or pick-whipped to your original for position, rotation etc, and cross fade the one without the light acceptance.
