How to add glow effect to the highlight of surface?

usually this is done as a 2D post-process in a compositing package. I believe Maya offers a script of some kind that will do this as a post-render process but I personally would lean toward doing it myself in a compositing package like Shake or After Effects in order to get the most control over the look of the result.

luminosity will not add glow to the highlight. It will, however, bring up the value of the shadows.

In the attribute editor, on the shader tab you can find a section devoted to special effects. Here you can find the Glow Intensity controller.

Still, Maya's glow does not give you the control you should normally want when doing a glow effect. Use a compositing package and save yourself the trouble.

even since i totaly agree with mark to recommend doing stuff like that in a comp package, there is still the thing that some ppl dont have comp packages :)
so to get a glow on a highlight you can (in hypershade) connect a surface luminance node with a set range node behind it to the shaders glow attribute.
like that you can get your glow only on the very bright areas of an object (which is mostly the specualr highlight are).
