I need to scale a face or polygon using it's local coordinates (or along it's normal) but I cannot find out how. Anyone know?

use the move component tool.

Can you rotate the scaling pivot? All I know how to do is to move the pivot...

whoever works out a way of rotating the scale pivot without using some long winded way using grouping etc. will by my friend forever.
Why does alias persist in putting new buggy functionality into maya and not adding these very basic and incredibly useful tools.

One way around this I found was to group the object to a locator or even itself. Then rotate the manipulator of the locator and scale the object/vertices from that.
You then need ungroup the object at the end...
