i have a problem related to toon rendering...
the render quality of my character is not very well, the edges are not very sharp...

and i apply mesh smooth to the character but still its not render round shape at the borders

Check the "polysmoothface8" in the channel box; make sure you have "Keep Border" off.

It looks like you are having a smoothing issue rather than a toon shading issue.
Make sure the settings on your smooth are correct. I would guess that you have "Preserve Geometry Borders" clicked on. Try turning that off and give it another shot with the smooth. That should fix your problem.
Also, in your render settings, be sure to turn on "Oversample" in the "Paint Effects Rendeing Options" section (bottom of second tab of Render Settings window). This will give you nice smooth lines.

under smoothFace find Keep Border and set to OFF
this will fix the probl with sharp egdes...
