okay as you can see i have decided to to a spine ik.. but i cannot stretch it ???
that is my main problem now... (=_=)
the /c is controlling the cluster.
for the two extreme bones are i will weight them to the square parts.

there are some mel scripts
or you can get the cgtoolkit vol.1 book they teach you how
once you make it strechy you can add volume preservation to the scale atrributes of the joints.
this methhod its from Jason Schleifer.
you need to know the longitude of the curve with "arcLen" command
you store the base longitude in a variable or an atrribute.
proprcional scale = base longitude of the curve / actual longitude of the curve.
inverse scale = 1/sqrt(proprcional scale) this one give you the volume preservation
you put the value on the ScaleX, Y, Z
All the depends witch axis orientation you have

Lattice in combination with joints could do the trick,...also blendshapes.

TRY THIS RIG. IT IS USED FOR SKINNING DEFORMATIONS OF JOINTS SUCH AS SHOULDERS BUT MIGHT WORK WELL FOR YOUR ACCORDION.
ACTUALLY YOU ARE USING MAYA SO YOU WON'T BE ABLE TO USE THIS, SORRY.
BUT YOU CAN CHECK OUT THE VIDEOS ON THE PAGE TO SEE HOW THE RIG FUNCTIONS.
http://www.scriptspot.com/3ds-max/joint-bend-rig
ALSO CHECK OUT THIS DIAGRAM THAT SHOWS HOW POSITION AND ORIENTATION CONSTRAINTS CAN BE SET UP TO CREATE ACCORDION LIKE BENDING .
IT IS THE SECOND IMAGE DOWN
ARROWS REPRESENT POSITION AND ORIENTATION CONSTRAINTS
http://www.freewebs.com/lamoreart/miscellaneous.htm
I BELIEVE SOMETHING LIKE THIS COULD BE ACHEIVED IN MAYA USING PARENTING
