Can someone shed some light on the procedure
to create an animated texture or bumps?

Hey, if you are going for animating a character and also want to animate its texture for eg wrinkles, pumping of veins etc then I suggest you go for driven bumps/displacement maps. What this actually means is that you draw multiple bump or displacement maps for the characters, lets say for certain blend shapes, then you can trigger these maps as required for animation. It can be achieved by linking nodes or doing some expressions or even set driven keys.....

there are basically two basic concepts connected to your question. Do you mean an animated texture sequence...the texture is like a movie. So instead of loading a single image, you load an image sequence.

OR

The texture is animated with regards to its positioning on the model. So there is a single image that moves along the surface.

or combining the two?

to load an image sequence, load the first image of the image sequence you have in mind and click the "use image sequence button" on the file node

to animate a single image, analyze how it is manipulated via the given controls on the place2Dtexture node and right click the settings and set keys defining how the texture moves over time, or animate in your own favorite method

edit....ORRRR method 2.b...you can animate the setting on a procedural texture, like the vein spacing on the wood texture or something.
