1) make a sky object
2) make a new material, deactivate everything but the luminance channel, put the hdr map in the luminance channel
3) assign the material to the sky object, use the default mapping
4) render

one more: everytime you use HDR you need to convert the HDR file so it makes it a converted HDR ??

No, only if it's a probe--Cinema likes polar HDRIs.

It depends. You can't use a spherical probe or a cross because it wouldn't have sense to map a sky (which is an infinite sphere) with a cross map or with another sphere. So you need a converted map to texture a sky object. If your maps are already in the latitude/longitude format you don't need to convert them at all, they're ready to be used onto a sky object.
