can anyone tell me how to create a heat emitter?...kinda' like the heat distortion emitted by a jet.

To get that effect you can create an emitter and emit cloud particles that are black and white (cloudy). Then you can use this layer as a displacement image on your background image in your compositing software (shake, after effects, ect).

Basically you need a sequence that has high contrast...it doesn't need to be cloud particles just anything that will give you a nice noisey texture. If you want it to look similar to the jet image, you'll want to have a high frequency noise texture. You will only use it to displacment the bg image, not actually have that sequence visible. Hope this make sense.

As a quick thought you may use Paint effects (Blur brush).. .. make a curve at the end of your jet, then apply strokes with different widths, and animate noise.
I did a very quick test. Having multiple strokes will give you a fake drop off, and a random animated haze. ..
