It is not an IK error. It looks like your clusters are not properly parented or constrained. It is a heirarchy issue.

I couldn't open any of your scene files, I am just going off of the little picture you posted.

oh?!is heirarchy issu? i create clusters with active option ,and group it all and Son the group to the body control .
something is error?
