First I'm not the guy who created the site :)

But I can tell you for sure that there is more than 100 ways to implement that site :D

Here is one possible format :
Have a main navagtion system that loads up different modules when required, thus the viewer doesn't have to download everthing in one go. And most likely the frame rate was between 24 and 30.
