OK. I think what you are asking is how to use the picture to generate a displacement.
To do this:
1)create a plane with many subdivisions.
2) assign a material
3)in the material attributes click on the arrow next to "presets". see picture number 1
4)click now on the icon next to "displacement map" ancd choose a file. see picture number 2

Thanks,I have used displacement you said,but the model I got output to engraving machine, finally,the embossment object is not my want,maybe use another software can do it?

Oh dear I don't know... what you want to do sounds very specific. I mean, I don't think there's a quick and perfect way to get a nice displacement for an engraving machine (whatever that is :)).
I can't really help you more as I can't understand very well what you are asking, I'm sorry.

I am so sorry,I mean engraving machine or Laser Carving Machine,used in CAD/CAM,provide 3d model in software to Laser Carving Machine.It can make real model in wood,plastic,metal or another material.If you used Laser Carving Machine before,you can understand what I mean.

Is it some sort of Crystal rendering (http://www.crystalrender.com/) you're talking about?
The laser machine can't read informations from a displaced mesh because it can't locate the XYZ coordinates of each vertex of your 3D object, so basically you need to convert your displaced mesh to an actual 3D mesh. maybe you're using a different machine though so i might be wrong here or i'm missing completly what you're looking for.
Please next time type with a white color, black is kinda hard to read.
