Create some NURBs geometry to make up the mountain, then make particles flow down the mountain, by making the mountain geometry a goal for the particles. Then you can put ramps/expressions on the goal U anv goal V attributes to make the particles flow down the mountain. You could also model some large chunks of snow and rock, then instance that geometry onto the particles.
