Well, My problem is pretty simple.

I want to have a half sphere with a texture on it around my scene so my surfaces have something to reflect, but problem is that each time i just put a sphere like this, Mental ray takes it as if I wanted Image Based lighting and ignores all my lights.

How do I just make a dome without it being a light source?

or if anything, is there a way to make my normal lights work when IBL is turned on?

Thanks in advance...

I don't understand what you mean when you say image base lighting is turned on?
You mean Final Gather turned on?
Also what you say doesn't make sense to me because if you have lights and add a sky dome and turn final gather on, mental ray adds the final gather pass to the illumination of your lights so I don't get how your lights would get turned off?

Well just create a polysphere and map a texture to it. If you don't want it to emit light when using final gather just go under the mentalray render stats and uncheck emit final gather.

For a non-IBL skydome, use a Surface Shader with a color map. It won't react to lighting at all, but simply make a self-illuminated backdrop. It's kind of like an image plane, except it wraps around the whole scene.
