I don't really need the fire effects.

with particles, use PFLOW to create a system where the mainparticle (f.ex bullet) collides with your ground attached with deflector, and collision spawn test
Yeah thats right use a particle system of your choice (pflow,TP) and set it up like mpetkov said, for the dust you can also take fumefx driven by particles to get a more realistic outcome.
