The Multi-resolution features creates a pyramidal file out of the clip. A pyramidal file is a special type of file that reduces memory eating at render time, so better performance, since the data is loaded only on demand. However, note that it is better to use .map file than to use this feature on regular texture files.
The mip-map stuff does the very same thing, but only in the viewports (this is a OGL performance feature).

i have got a try. i found The Multi-resolution features can made the render quality to high or low when i adjust the blurring slider, but i cant find where is the file out of the clip! can you help me ?

What do you mean? The function doesn't generate a new file.
