shaders need meshes. so first of all you should know how to create a mesh of your particle-mass. the easiest (and of course cheapest) way is using the blobmesh-modifier.
for fluids i think realflow or a glu3d are good choice. for fire, smoke, etc. i assume fumefx or afterburn are pretty cool. maybe you can check out turbosquid.com or realflow.com to download a trial or look at further features.

by look good i mean not separate little particles, something that actually looks like billowing smoke, dust, like its one big mass joined together

Afterburn can render dust and smoke.
