Is it possible when you apply a brightness contrast filter in the layers to only have it apply to certain layers instead of every layer below the brightness contrast?

Use a clipping mask. Right click on the adjustment layer and choose "create clipping mask" and it will only apply to the layer directly below it.

Unfortunately you can't apply it to multiple layers unless you merge them or convert them to a smart object. In theory you can duplicate the brighness/contrast and create a separate clipping mask with each layer you want it to affect, and it will look the same.

JamesMK is also right, put the adjustment inside a group with all the layers you want to affect, and set the group's blend mode to "normal" instead of "pass through."
