You have to make yourself an account at www.3dbuzz.com, login, then click on Downloads->Downloads, accept the agreement, and download Maya VTMs (or other VTMs). I am not sure if there's hair tutorials in those videos though. But you should download the VTMs anyway - they are very good. Or click on the tutorial sections at 3dbuzz.
