do you need to animate it or do you just need it modeled.
but if you are just modeling i would do it like this.

1. create poly torus.
2. set sub-d hight to 4
set section radius to about .1 or until thin enough
set twist to 45
set sub-d axis to whatever you want(#of stubs)
3. select all face on the inside of the torus.
4. do a extrude face(make sure that in polygons->tool options->keep faces together is unchecked.
5. scale down the faces useing the manipulator that pops up.
6. poly extrude again. and move face outwards and scale down some more.
7. do something usefull with it.
if it is not suposed to look like this then disregard the above thingy.

That looks pretty cool but i'm having more trouble trying to animate it..

It has to go around 2 gears one about twice the size of the other it doesn't need to stretch alot.

What about a lattice useing a curve deformer?
They do it with tank treads.

I can make tank treads easy enough but i need this to be one object.

I forgot where I saw that one at...it wasnt a belt but something similar.....

That last idea worked a charm !!! thanks heaps...
I made a torus and made it spin around and around then put a latice deformer over it and moved the points till i got the shape i wanted.
That was so easy !!!
