I brought a mesh from 3ds Max into Zbrush, not realizing that it had some overlapping UVs. I had forgotten to delete an eyeball. After sculpting, my exported normal map looks OK, except for the obvious overlapping geometry:

So I went back in and deleted the geometry within Zbrush, and now it doesn't show up in my export, but the export in general is unusable, as it has stripes of flat areas with no detail, and the detail that is there is very soft.

Is there a way to get rid of this geometry in Zbrush and still give me a good export?
