Can anyone tell me how I would go about doing something like this?

I've done this in 3ds Max..I've done crowd sim. for people just walking around using 2 methods, one is using a modifier(Point Cache) which records the mesh's deformation so I just animate a character(ie. walking) and then just clone that mesh several times and use the recorded info to have many characters walking. the other method is using a script based application within max called motion flow which allows you to use several mocap clips. this one works when you want the characters to have different actions..
oh and there's another method using the crowd object in max...this one is harder to control, in my opinion, but works fine to animate characters like birds or fish which move in large groups,

If I had a Biped walking about, how would I apply PointCache to that?

crowd simulation is usually done in a 3d package so probably yes.. sometimes it can be done with live footage..I've seen that for crowds in stadiums or arenas where the people dont move but just stand..
you actually need a rig...a biped with a mesh on top

Crowd simulation can be done with a software called Massive. This program is very expensive. However you could create crowds with instanceing geometry.

um i dont thin that was done using crowd simulation techniques, i believes its all real footage composited.
Ie. the camera was still, and they just filmed the same three men in many places, and then stacked them to give the affect of many soldiers.
