You should be able to just using the create polygon tool and the correct snap settings.

Then, do I really need a program such as Silo2? Can I sculpt in C4D with a brush? If not do you think Maxon is planning on such a feature?

You can brush using the cunningly named Brush tool, but it wont handle the same number of polygons as smoothly as e.g. Z-Brush. Or you could try painting in displacement using Bodypaint (I believe that someone worked out a hack whereby if you also make use of the MoGraph Displacer and MOCCA constant refresh tool you can show the effects of the displacement painting in viewport from Bodypaint (normally it would just show as a texture and then displace at rendertime).
It has to be said though that if you really want to do super high detail work then it's easiest currently in Z-Brush due to how it works (it's really a different concept to other 3D apps, nothing else comes close).
