how come my reflection of the cone in a scene onto the cylinder is kinda jagged
is this normal or is there a way to fix it?

in your raytrace material....
raytracer control/ options/ check antialiasing in the global column

The raytracer is, by default, not anti-aliasing the reflects. This is due to many things, such as the reflection depths, but can be turned on for final, high quality renders.
To turn on the AA sampler for raytraced materials, go to the "render" menu rollout, and look for the raytrace catagory. In the dialog that pops up, you can turn the sampler on.
Give it a whirl, but remember that AA the reflections will increase your render times substantially.

A faster way to have raytraced reflections is using a raytrace map in a standard material, and then using supersampling on that material.
The supersampling is much faster than antialiassed raytracing, and as an added bonus you have much more control over the quality of the supersampling.
