make a sphere, and make it editable
and now (doing this for every loop ) :
- got to edge mode and select de edge loop you want
- go to the structure menu->spline edit->edge to spline (creates a spline as a child of your sphere)(it might have "close spline" unchecked so go ahead and check it)
- now make a square spline
- put the square spline and the loop spline unnder a sweep nurbs (you'll need to fiddle with the sqaure spline scale to get the desired look)
for the fat arch that holds the globe just select half of a vertical loop of the sphere (do not check close spline on this one) and do as above. To get that "fat" look you'll need to fiddle with the scale graph of the sweep nurbs (it's under details, in object atributes)
to get the shapes exactly like that you might need to work with deformers or rail splines (as i can't work with either, i can'p provide any useful advice)

I'm not a master modeler (and new to C4D) but I would think for the sphere "cage":
-make a sphere with enough segments to create the polygon bands you want
-convert to an editable poly mesh
-use loop selection to select the polygon bands around the sphere
-invert the selection and delete the other polys
-extrude to give some thickness
Maybe copy the sphere and do the above steps on one sphere for the vertical bands and the other for the horizontal bands. Then scale the horizontal bands up slightly so they overlap the vertical bands (looks that way from your photo reference).
Does that make sense?

on a side note, i had another go at doing things the hard way, with atom array :
edit : ok i tried the way that rick suggested and it's deffinetely the way to go
