did some corrections on your painting, sorry about that.

I think the perspectives or proportions are off. the red lines would indicate the position of features on the face, to me, they are not in parallel which causes a problem
the blue circle would represent an imaginary part of the skull, yes I know skulls are not circular, but close enough or so, some parts of the hair sticks too close to the circle. normally hair would bulge out abit and hence not stick close to the head. And it does seem to bulge out too much at the back
this image could help abit

This poor little girl looks like the result of an industrial accident, where someone dropped a safe on her head...You need to have good anatomy before adding a tilt to a figure.
The skull should be round, not flat, and the jaw should be horseshoe shaped, not pointy. Manga is the only time you should ever see a pointed chin.
I messed up her hair with this paintover, but I was more concerned with giving her skull the proper shape.

It is hard to determine her age, but her nose looks too big for anyone under the age of about 9-10, so if she is supposed to be younger, you should also shorten the nose and make it slightly smaller.
Hope this is of some help to you.

Your light source needs to be more consistent. You're showing a light reflection on the top of her head, but her face is illuminated from a source shining right in front of her left ear. The brown patch on the lumpy part of her brow bone on the LH side of the canvas looks odd. Without more background and detailing, it's hard to say. She has no dress on the RH side of the canvas, and the eyelashes on the left are black, while the right side are brown, so other than "inconsistent," there's not much to say about the colors.
Fix the anatomy, then fix the lighting, THEN work on the colors, would be my suggestion.
