I'm assuming you're talking about skinning a mesh?
If so, I've done a little article about it for beginners/intermidiate tech artists: http://www.jasonlabbe3d.com/files/skinning.pdf
Paul Neale also has a great DVD that shows tricks with getting nice deformation: http://www.cg-academy.com/pages/topic_rigging/dvds_rigging_intermediate_3/dvds_rigging_intermediate_3.php
Hope it gives some direction.

I'm not sure about the other programs, but in maya "Painting weights" is what I believe is being referred to, some call it "Skinning". It is done after you bind your skin to the skeleton. Here's a link that might help you understand how your skin is affected by the joints. It should also be noted that, when you bind your skin to the skeleton the number of influences you chose will have an affect on how the skin is weighted to the joints.
Digital-Tutors also has a video on character called "Character Setup" if you're interested.
