CGTalk - Root Joint Problems

I am having issues with my root joint for the body and it's control.

The root isn't moving correctly with the control. It should look like this ( from another of my rigs that is working properly )

But it's doing this:

I used a parent constraint, I've tried moving the control/control vertex, etc and I can't figure out why it is doing this.

The only thing thats coming to mind is parent problems. Are you sure your control is parented correctly?

I figured it out.

I wasn't parenting the clusters to the root.
