Rotate canvas like Painter?

Sadly no, however you can rotate the canvas in 90 degree increments without damaging the file, which is what I resort to when I need that feature in Photoshop. Not ideal, but an acceptable compromise.

You can rotate your canvas freely on Image>Rotate Canvas>Arbitrary.. them introduce numerically the rotation factor and work. It's very slow and boxy... no where close to the Painter option... but it it's the closest option that i've found in Photoshop... :) I hope it helps.

You shouldn't use the Rotate Canvas>Arbitrary function to rotate your artwork for drawing purposes, it interpolates the pixels and will gradually degrade your image. It's better to stick to rotating in 90 degree increments which doesn't affect image quality.
