im doing a high(er) spec model of the character Fina from skies of arcadia, a Dreamcast/Gamecube RPG.
here is my refs...(there is no real solid front, left, back pictures to be found)

anyway my goal is to stay around the 6000 triangle arena (3000-3500 quads)
Im doing this with a sorta edgelooping-ish technique im not very good at it yet so this is going to be a really slow process..

if anyone knows where to find a good hair modeling tutorial (via planes and alpha's) Id really apreciate it!

Its a bit late so i dont really have time to get...higher res renders but i got got w/e Im going to do with the head wraped up them im going to take on the body (fun fun). This head too too long, too many firsts in a odd style to convert to 3d.
Anyway Im ditching the mega-anime eyes as they looked awful so....yea youl get what I mean.
Hair with the exception of maybe 1 more layer on the back/far side is done. Ill put more work into there textures to get there quality up.

((im trying to figure out whats causeing that odd line...its likely a problem with the alpha but ill worry about it another day.))

That's a good start but i wouldn't entirely go after the in-game footage references. As you can see the face looks somewhat angular which isn't natural. You should use references of real-life people as well to learn some anatomy. Anime characters would be a good choice too.

Here's what I would change;
From what I can see right now the chin of the character is too large. You should push it in a bit and a little bit up. I think the whole face should be rounder too, especially the cheeks. The ears should be moved down a bit too. I think her nose is larger than the original character's. Try making her hair a bit less symmetrical. Her eyes do have the right size but they're not shaped the same way.

It looks pretty good though, I would like to see how this one develops. Good luck!

As the in-game character looks different from her actual looks(Japanese rpg characters usually look smaller and cuter in-game) I would go for ref-images of similar characters. Like Zelda for instance;
