It's a lovely picture, very graceful, love it.

However, I think the body(at the shoulder?) seems a bit weird.:shrug:

I like it. You may consider using thinner strokes in the hair though, some of the large ones make areas blobby looking.
Don't know what people are complaining about in proportions, and wish they'd list what they think needs to be fixed. Personally I'm not seeing anything specific (after imagining the head size beneath a huge layer of hair) :)
