As the title suggests, what is the best way to achieve realistic rain, preferably as a post-render filter of some kind (the size of my scene rules out particles) to overlay the image. Are there any realistic methods to achieve this?

If you don't want to render particles, then the only technique I might still recommend is to film some live action rain elements (water over black with appropriate lighting), comp the elements into many many intermediate layers for foreground, mid, background, mist, splashes, etc, etc, based on your needs and build it up from there. Filters rarely get the job done realistically except for all but the most simplistic scenes. Other filters are more or less particle sims anyway.

I think you also want to de-saturate the colors, since the ambient light in a gray overcast sky is nothing like what you would film on a normal sunny day. Also darken it and decrease contrast.
