im only making a still image, so animation is not important here.

imagine if a guy were driving his car in the wind with his roof down, very fast, and a sheet of fabric or cloth flew at him and hit his face... it would cover his face and drape back behind him from the wind...

so if i have my model, and then a basic plane surface, how can i get that surface to act like this sort of draped fabric wrapping itself around another object with some kind of force?

if you have MOCCA, use clothilde

not sure how else - other than just modeling it by hand

Just careful modeling and texturing then, it's not that hard to do, you could make use of the loft object drawing wiggly splines to create the folds in the drapes, then fine tune using the brush tool to sculpt the surface into shape. The Cloth module just makes making cloth a bit easier in certain situations and of course animating cloth easy, but people were making scenes involving cloth a long time before 3d apps had cloth simulations built in.

Another approach could be to duplicate the head (or just the face), simplify it by removing details like eye sockets and nostrils and use that as a starting base.
