what i'm trying to figure out is how I can link or attach or constrain or whatever the 2 cylinders where rotating cyl. A on its axis will also rotate cyl. B on its own axis the same number of degrees.
hope this makes sense

Make sure you have EulerXYZ controllers assigned to both cylinders' rotation channels. Use parameter wiring to wire the rotation of one to the rotation of the other, using whatever axis/axes you desire. If you want the association to be mutual (i.e. rotating either one will affect the other), make sure you activate the bi-directional button on the wiring dialog. You can negate the effect (make it turn the opposite direction) by adding a "-" before the expression in the dialog.
If any of this is unfamiliar to you, just look up "parameter wiring" in the online help - there's plenty of info there.
