I am curious if anyone has tips on creating smoke effects (coming from a blasting rocket) that will have a toon shaded/2d look. Any help or suggestions would be awesome.

If i remember correctly max used to have a step by step tutorial with its help files for exactly making a toon shaded rocket + smoke trail...
try looking that up

However, I am using Maya 8.5/2008 right now. Any other tips or tricks?

Although i am not familiar with maya's particle and cell shading systems i guess that there should be some generic tools in all packages...
saying that and judging by max's tools , would it work IF you made a particle system emitting cell shaded spheres,which would continue to grow during their aging, and lowering their opacity (completely down to zero) from a point and after? Kinda immitating how smoke expands and fades out after leaving its source.....
I am guessing here...don't take me too seriously :D
