It's a very good start. The mood is clear and very sweet and the lighting is decent. A few things need your attention, however.

First, the lighting on the eyes needs to be addressed. Right now, they look very flat because you haven't shaded the eyes. Eyes are actually an off-white color and are just as subject to shadow as every other part of the body. To fix this, look at them as balls and then begin shading. After you've completed that, look at the eyelids and work their shading to reinforce the fact that eyes are spherical. Also, don't forget that eyelashes are soft and thin.

The second issue you've run into is exceedingly common in digital art. Much of your image is blurred. The soft blending of the skin in the cheeks is nice but you need to remember that there are finite edges to the form. What I mean by that is skin doesn't just fade into a sweater or the background, but is distinctly separate. The same goes for the hair. It can be difficult but you need to bring the forms into sharper focus while maintaining the soft mood you have produced. Once you've managed that, you'll be looking at a much finer piece.

The last thing that needs mentioning is the lack of texture in the picture. This is most noticeable in the hair and the bear. It looks like you have already started trying to texture the sweater and while it's decent, I think you would make more progress if you choose a specific fabric to convey.

I know it seems like I've mentioned of lot of things, but it really is a very good start so you need not feel discouraged. Good luck with your picture.
