even though i don't have an answer for you (yet), what i tried is to use the liquify tool within after effects by copying the liquify.8bf file from photoshop/plugins to after effects/plugins (ae also uses 8bf) but when i try to apply the effect, an error occurs.. OH WELL
Export your pic to Imagready using the jumpto menu,it also has liquify, then make an ani gif :)

Try Kai's Power Tools (Kai's Power Goo). It's the same tool as liquify in Photoshp 6 but you can animate there and save as .avi
