a couple tips:

1.) get a picture of a tire and take notice of the size and sharpness of specular reflections (the specularity should be weak and quite diffuse ie: set the glossiness value to zero or near zero and strength quite low). Use a specular color that is either gray or close to your diffuse color.

2.) use a diffuse or base color that is slightly saturated and on the purple end of the spectrum or capture a base color from the picture of a tire from a location that is not under direct illumination on the tire (find a mid tone). You might try (RGB) 56,45,50 to start with. You will probably want to make a diffuse or color map, I would use this color for the base of that map.

Tires tend to get dirty, so I'd probably come up with a grime and dirt map that corresponds to your tread pattern somewhat and is perhaps collected around the rim. I would copy this image to your specular level or intensity map slot in order to dull the small amount of specularity you'll have on the clean parts of the tire to correspond with the lack of shininess in dust-covered areas.

3.) You'll probably want to put a secondary tread on the tire with a bump map. I would try looking at some images of tires for reference here. You might also add some cracks or splitting in the bump map in order to show wear and age.

4.) for the rim, I'd use a reflection map and a dark, slightly saturated, either blue or yellow base/diffuse color. From there do the same as on the tire, modifying both the specular level and the diffuse parts of the shader to reflect areas where grime and dust have accumulated.

hope that gets you started!
