What kind of stuff are you trying to do? $600 isn't bad for AE. If your a student you can get it for 2-300.

Eyeon Digital Fusion

Apple Shake

i doubt you will find anything really anything free to meet those demands, if ur a student go to www.studica.com or go to www.journeyed.com those are software discounts its the closest ur going to get for cheap software of that type of effects you probably desire. Hope that helps :)
