start doing hand drawings and color them with your tool of choice. Sharpen your hand drawing skills. Once you get the proper tools for digial painting, you'll be that much sharper.
If you dont have the tools you need to paint on canvas, would you try it anyway?
Doesnt make sense to try to paint digitally without some of the proper tools either.

Basic drawing skills are a given, pencil and paper, just practice, practice.
On the computer obviously not having A tablet and pen makes it harder to "Draw" in photoshop but you dont have to draw to create art.
Take real world examples of mixed media, Mosaic tiles etc etc. and think about how these are created, blocks of colour and shapes to create an image.
As has been said countless times before its not Photoshop that makes the artist, tools dont create art humans do.
Saying all that there are some things that bridge all art disciplines and thining about a these will help no end in createing some more interesting images
So some things for you to think about:
Composition and how its used. look up the Golden Ratio for an example (sometimes called the golden mean) or the rule of thirds or rule of fifths and others
Colour theory: additive and subtractive, colour wheels and how you can use them to help choose colours. complementory or clashing colours.
Tonal balance: a little exercise we used to do at art college, we would photocopy our artwork to see it in grayscale to help visualise its tonal range. in photoshop you can just use your levels and look at a histogram these days, if you have a wider toanl range the image will have more impact, to little range and it will seam limp and washed out.
just knowing about some of these things may help you understand your work.
on a final note: Dont over do the use of filters, just because they are there doesn't mean you have to use them in everything I like to call images that over do things like lens flare, ripple, twirl as "Filter Fantastic"
if you are interested in anything I said maybe research the "Impressionists" and look at how artists like Seurat thought about and created his artwork.

i would suggest buying a scanner of 4800 dpi or greater. Do all your drawlings by hand its much easier than a mouse or wacom. Then scan your line art into illustrator and trace it either with the pen tool or auto trace function. Then you can make paths, shapes and fill in color. If you want you can import it into photoshop after you raster it and use photoshop to touch it up. gl
epson has a new scanner for 99.99.. the more professional ones are 200 300
