I was watchign a video of some mirai modeling, They use i belive its called slice plane tool. The guy just selects the edges he wants evenly split, and then it splits them edges. There is a tool for maya in the scripts i found called loop split. But that has no stop. It splits the whole loop. Is there a script or plug in out there so i can select like 2 edges and it will split everything inbetween?

i know that this is not exactly what you're looking for but try out the DrawSplitTool

also the default split polygon tool will snap between the midpoints of each edge

again this isn't exactly what you're looking for but they do give you some options.
