I think it's because you don't have a clearly defined focal point. What is the heart of this piece, the girl, or the evil queen? Right now, the girl is the more visual dominant, but her pose does not tell the viewer any type of story.
The evil queen doesn't look particularly evil or scary, more like something you'd see in a halloween haunted house.
If the queen is your focal point, make her bigger. Make her tower over the girl, make her dominate the visual plane.
If the girl is the focal point, make her dominate the scene. Move the viewer's POV closer to her, so that she looks bigger due to perspective. Make her body language say something.
Give this scene some sort of background. Where is this confrontation happening? In a house, in her bedroom closet? In a back alley somewheres? In a cave? WHERE?
This shows a LOT of promise, you just need to think it through a bit more, and firm up what it is you are attempting to convey with this.

Thanks for your input and you are correct. First Im making the children smaller. Then the background will be an outdoor scene maybe a graveyard, gravestones with angel statues painted with very small amount of details. On Her right hand she will hold a glowing grandpa watch, this is why the boy is streching desprate to snatch it from the evil queens hand. The Watch could have been given to him by his father or grandfather. As for the queen Im changing her left hand placement. Its going to be more in front of her holding a staff. You wrote that she was not evil looking enough. But I think I need to be careful not to make her to scary looking because the design and style of the children are in a cartoon or childrens book illustration style. I want to keep her looking like she lives in the same world that they do. The boy has big cartoon eyes the evil queen has a silly nose. Dont you agree? I dont know Ill push her design a little further on the scary side tonight if it works great if not Ill just leave her face the way it is. Ill post the changes and let me know what you thinkand send me some more great points afterwards.
