For $300 you can get close to this with FaceGen. Though detail in facegen leaves something to be desired. You can have it create a fairly close facial match using ref photos. I tried one of myself and it wasn't to far off. It also creates the textures on the fly which is kind of cool. Though since it seems that all the faces FaceGen makes are based on the same topology it has limited varity. Also, after modeling a number of faces from scratch using something like this or Facegen just feels like cheating to me, though clearly the time saved is hard to ignore when you need a human face fast.
