i have tried some other kinds of ways to make tornado.such as vortex(max) .but when the particle moves it will scatter and the initial shape will not keep.i hope the tornado to have more subdivision, no matter we see it from far or near. and i'd like to see the tomado swirl around the axis.the tomado is dynamic so i want the sylinder to twist and move.the key factor is to keep the whole shape of the particle .if there is any third-part-plug-in, or other ways to realize the true effect,please tell me right now,thank you !!!!!

You have to adjust the Vortext so that there's enough damping. Otherwise the particles will accelerate and fly off.
