in a botched experiment in hyper-cryogenics, dr. dwayne chillafreeze is snap frozen in a block of hyper-ice ... with the exception of his now superhuman right hand (or left hand ... who can say).
he decides to use his newfound powers for good (as long as bad is prepared to come within arm's reach).
he fashions his cryo-mobile out of old fridge parts and sets about righting wrongs and undoing injustices.
