I think if you want someone to create a specific tutorial on making the statue of liberty you are either going to have a very long wait or you will have to be willing to pay. Otherwise look for general character modelling tutorials - there are a few for C4D and lots for other packages, -the techniques will (mostly) be transferrable. The modelling forum here has lots of good links. Character modelling head and shoulders is pretty challenging and not easily reduced to a beginner level.

You could try the Joan of Arc tutorial, which has been adapted for C4d, to get you started.
