I don't know about best, but I found this (http://www.cgtalk.com/showthread.php?s=&threadid=50447&highlight=maya+AND+import+AND+max) thread, that suggests a few different ways of doing it. The way I use is the .obj route, I haven't yet tried the .fbx thing.

go to www.kaydara.com
the filmbox plugin is really nice for swapping models between packages. It also brings in UV maps, bones, and weighting (unless you have a really complex rig)

'cause the link Robin wrote only has it for versions 3 and 4...

How about just trying the plugin? If it fails, then no, but that wasn't the case for me. I haven't verified that we've downloaded the same plugin, so I can't be a 100% sure, but I had no problems with it.
