What is the cheapest and best SATA150 Controller? I mean the best one, but for little money.

I need to buy this because I have an old motherboard which has trouble when I try installing two SATA hdd (tries to make it a raid, more info about my problem here, http://forums.cgsociety.org/showthread.php?p=4746691 (http://forums.cgsociety.org/showthread.php?p=4746691#post4746691) )

Someone had suggested this one, $18.98 shipped
Koutech PSA150 PCI SATA Dual Channel Host Controller Card RAID 0/1

Since I'm clueless on what a good SATA150 Controller is, so I'd like to ask some of you guys for advice!

Any help is greatly appreciated!

RAID controllers are a dime a dozen these days as they become more mainstream for home use. Realistically, you can use any RAID controller and it will work for you. However, if you want the notariety of a name brand, "Promise" branded controllers from eBay are always a good choice. These are slightly more expensive, but they have solid driver support in Windows. Personally, I use generic ones using the VIA chipsets and software from viaarena.com.

But if you have no specific purpose, getting the cheapest one you can find cannot hurt as they all perform generally the same function. This of course is different if you are doing something other than RAID0, 1, or 0+1. Then you might want to stick with Promise controllers, as those are more solid for those higher level RAId purposes.
