I have been designing in Illustrator to do some vector art on top of a 3D image i made. i then exported it as a targa and opened it in photoshop and the file turned my greyscale image, which was cmyk in illustrator, into this slightly blue tinted image. Why is that? Any feedback would be helpful.

Either change the Imgae>MODE in PS to also be CMYK, and see what effect that has, or simply change the MODE to Greyscale, and then to RGB if you need to work on it further using any specific filters, etc. (not all filters can be used in Modes other than RGB)

Keep in mind this is simply a quick-fix, not a solution.

Have you setup the Colour Prfes in PS yet? You may have your options set to convert CMYK images when opened in PS.
Check these settings under the EDIT Menu. Then try re-opening the image.

Hope that helps.
