Im trying to contraint an object pivot to a vertex using snap toggle. It looks dead on when I snap to a vertex, but when I turn the camera, the pivot is just floating in air.

Not sure I understood correctly, but are you using 3D Snap with only Pivot and Vertex checked?
Could you please write down a numbered list of steps describing what you are doing exactly?

I am trying to move an objects pivot. I want the pivot to snap to the objects vertex, so I can rotate the object on that vertex. Im using the snap tool (set to snap to vertex) to align the vertex to the pivot. It looks liked it snapped to vertex, but when you turn the camera around, it's still in mid air. It only looks it snapped from current camera until you turn it around.

I don't know if this is your problem, but you need to set the pivot center to..
..crap I'm going to have to start MAX to remember what it's called..

Okay, you have to set your Center Point Cycle to "Use Pivot Center" (1st of the three options, the one with the two dots inside each of the boxes).
Oh and the Center Point Cycle dropdown button is located, in R5 anyway, to the right of the Reference Coordinate System rolldown (the one with View and Local and World choices and such).

There's an inherent logic to how the Center Point Cycle options works, it's just.. hard to explain. I'm going to have to make a tutorial one day that in-depth explains just what a hell you use that stuff for :)

Besides using 3D Snap, make sure you have 'Transform Constraints' turned off (shift + right-click to toggle)
