There is Sasquatch, Fiber Factory 4, MeshPaint and trueHair. Do a search on Flay.com do find the links.

We use Sas but it's currently getting rather old-in-the-tooth. Truehair is not really there yet (IMO) and MeshPaint and FF4 look similar. I'd say check them all out and see what you think. They can all create hair - it's just a matter of what you actually need it for and how easy you find each one to work with.
